I think you could have an economy where the money supply never increased in theory. But the money would have to be infinitely divisible. But I dont think there is anything we can use for money that dosent have a limit on its divisibility. So in practice when what is being used for money becomes problematic, people will supplement the money supply with alternative money or change what they use for money alltogether. At least that is my understanding.

For example if gold becomes too valuable to facilitate small transactions, people could begin using silver. Or if gold is not vaulable enough to facilitate large transactions, people could use platinum. If allowed to do so people will find ways to accomplish what they need without a central planner.
