Coercion is still wrong if it is restricted to a boundry. It is the act itself which is wrong, being able to leave to avoid the coercive demand has no bearing on whether it is right or not.

According to your argument, that oppression is non existant if you can leave, if I walk up to you with a gun and say “pay me $100,000 or leave” you are not being oppressed. However, you are being coerced by the gun.

Government does not have total power over trade and business. Black markets, such as the illegal drug market, can form, and persist even when government tries to eradicate them.
