Because we are not socialists and we do not advocate the socialization of services – in this case, the service we are talking about is justice.
A third party (in your example, that would be us) is not responsible for meting out justice between any other two parties (the animals).
That is a non sequitur because a violation of a right does not necessitate a punishment in response.
