I still need to check my sources, but I’ve heard that one of the main lobbyers to ban drugs and create the “War on drugs” were pharmaceutical companies and various other people that eventually profited a huge amount from making them illegal. If anything, people affiliated to the state (large corporations) may have profited from the war on drugs, so you can’t really call this the black market.
