In actual fact, everyone in the world technically speaking has legitimate ownership over all property; but this does not equate to management unless working in a commune.

Right, so members in the community itself would be responsible for decision making in the commune free from state coercion. Basically, libertarian socialism is a stateless society of free associations of cooperatives free from state involvement. They are owned by the community but this is merely to ensure that the producers may legally claim use rights over property on the basis that it is produced, enhanced or maintained by their labour.
So, definitely not autonomous.
What about the non-members of the community from above, are they free from community decision making?
