They don’t have complete ownership, if that is what you mean. They ceded some rights over to the HOA or whatever else oversees individual units within it. And it has the right of control to the extent that those rights allow, such as for example requiring buildings to have a particular appearance if the right to control over external appearance was not purchased from the HOA.
