I wasn’t aware my question is unintelligent. I suspect a better answer, is that you can’t explain the problem you seek to have answerd by others. That it is, in essence, a non-problem, but one necessary by your insistence that states somehow change the laws of economics.
Perhaps this realization will direct you to an approach based on your own capacity to reason.
