Why attempt to gain new federal powers by amending the constitution, when you can just pass an Act and gain new federal powers?
Why would the federal government ever try and amend the constitution? Its very difficult.
If they want to give themselves new powers, they can simply pass an Act of Congress and the exact same result would occur.
I am assuming you are talking about the American government…
under the American government, politicians try to get things amended because it is harder to abolish an amendment than an Act.
