I’m trying to compile a list of the egregious cases of individual vs. government. I’m also attempting to restrict the cases to America in the last 150 years, particularly American citizens. Of course, if the policy is bad enough, the victims and/or perps can be international.
These can be rare, mistakes, etc. so long as they can clearly be traced back to government policy. They can be economic, social, or other.
Here’s the list I have so far:

Roni Bowers being shot down by Peruvian Air Force under CIA anti-drug policy
Casualties of war - Clinton’s Sudan bombing of pharmeceutical factory. other intelligence failures. Pakastani drone attacks…

I found the thread title a bit confusing versus the examples, not sure if he was looking for examples of libertarian policy failures (with respect to force) or just indiv vs govt. I just went with the flow…[B]
I meant that these horror stories were the product of anti-libertarian philosophy - of course they are pro-libertarian in that they imply these stories would have never taken place in a libertarian environment.
These are some good examples. Sorry the original post is such a mess - I was kind of in a rush. I’ll try to clean it up with links when I get a few minutes.
My original focus was individual, not class, plight. For example, Anne Frank instead of Jewish people. Where there is a class oppression, I look for either an extreme or archetypal individual story.
My idea here is to write an essay where I can start with these individual horror stories, then move to class oppression, then macro-statistics.
Check out Sherif Arpaio down in AZ, I’m sure he’s got some specific complaints against him.
I’m not sure if it fits with your general theme, but the Duke Lacross players I think are such an example. Also, William Anderson over at the LewRockwell site has detailed some out of control prosecutors railroading people on laws one would consider against Libertarian philosophy, such as IRS income reporting rules, etc.
