Birth Certificates

We know that when someone is born in the “free world” that a birth certificate is applied for with the Department of Health(or something similar) in that particular state. Then they issue a Birth Certificate and mail the original to the Department of Commerce and a copy to the parents.

I am aware that it is then assessed and used as collateral for public debts based on the future taxes that will be brought in from the new capital producer.

Can anyone explain fully all the details of how this works? I’m just curious to know.

How do they determine how many BTUs, errr, i mean dollars a person will earn in their lifetime and does this only get used with the central bank of a country or is this something used with acquiring debt through the International Monetary Fund?
