I am told that it occurred on public property, but what are people’s opinions on this subject?
I don’t know much about this, but is it a result of risky business practice or was it encouraged by artificially limited liabilities?

No one put a limit on BP’s profit. Why limit their liabilities. No one limited profits for Goldman Sachs, Citibank, Bank of America, Fannie Mae, Freddie Mac,AIG, GM and the rest. We the taxpayers limited their liabilities. We get toxic debt and toxic shrimp…and the best Congressmen that money can buy.
That depends on what the contract between BP and owner of the property, the US Government, says. If BP is the responsible party for damages to the person or property of another then they should have to pay restitution. Unfortunately under US law BP can simply go bankrupt and its executives who are responsible will not be held responsible at all.
