I think it is a politically correct way of saying “racist state”.

I recently went to Qatar and I would describe that country has ethnically racist.

1. non arabs are not allowed to own land.

2. non arabs are not allowed to run a business, you have to have an arab partner.

Pretty certain the distinction is made between citizens and non-citizens, not Arabs and non-Arabs.

Fair enough. Still I cannot say that those tribes where really respectful of private property, be it even because they saw inter-tribal war as a fair way to acquire property.

I’d certainly say they weren’t respectful of self-ownership*,* but a person can consider private property to be valid in some things without considering it to be valid in others. Furthermore, both sides of a war typically consider themselves to be justified.
