The stock market crashed on October 29, 1929. Were the administrations of Harding and Coolidge as significantly (in comparison with their comporaries) pro-market as Woods implies?

Evangelist Sam Gipp (while saying America got its prosperity by God’s blessing) says “numerous European countries have tried free enterprise and have not excelled.” I think this is ridiculous, but I would like to know if anyone knows where he got this idea.
