Confusing Detached Memoranda?

So basically someone brought up something about it, but of course left out the ecclesiastical before corporations so I did some research and found this page with the supposed Detached Memoranda.

But when I look at the Library of Congress, I can see clearly “lonesome penalty.”

But heres what comes up in Google when I use quotes around lonesome penalty then madison: http://www.google.com/search?hl=en&safe=off&q=“lonesome+penalty”+madison&aq=f&aqi=&aql=&oq=&gs_rfai=

Is it me or is this document BS? I just don’t understand how its clear as day says lonesome penalty which is the only readable part really, but somehow theres nothing about it?

Anyone have a clue as to what the hell is going on with this? Could it be that Harpers magazine somehow tricked people for this long?

the second line of the image says ‘The establishment of the chaplainship…’ which is a phrase that occurs about half way down the document you linked

Yeah and apparently it says tiresome formality where I was talking about =)

Oh well, the fact that this is actually is quoted by courts though is pretty sad when he has some other juicy quotes they seem to voluntarily ignore.
