criminal investigation under a Libertarian system

How would criminal investigation (person/property) work under a more extreme Libertarian system. Would it be the case that most resources, insurance, private security etc. would be geared towards prevention, financial payouts. Would it be the case that insurance companies would have little interest in paying to have a crime solved?

Anyone care to tease this out or interesting contrasts with the current system. Could it be siad that “too much” is spent investigating crime?

“Too much”, i.e. any amount, is spent punishing victimless “crimes”.
