I am looking for historical examples of legislation which allowed (or even better, prescribed) a behavior that is clearly criminal from moral/cultural perspective of most modern people.
To give you an idea, e.g., http://en.wikipedia.org/wiki/Nuremberg_Laws, while being criminal from anarchistic perspective, are not bad enough for my purpose (an argument for right to boycotte evil laws).
Maybe Spartan laws, but those are quite old…

In the same geographic area? There are laws in parts of Japan that allow some things that are clearly (and loudly, outrageously) criminal in the US. Actually, the reverse is also true.

Not necessarily, I just need the laws to be shocking to the person to whom I talk.

If this is not a conflict between laws in different countries, but a conflict between laws in country A and morality in country B, I would like to know. Cases that are only shocking to some people, but are ok to anarchists - like legalized drugs or sexual behavior - are not what I need.
Are you referring to Japan’s age of consent? That’s a good instance of federalism at work, since the national government has it set at 13, but most prefecture (about equivalent to state) government’s have it around 17. Not a prescribement, of course, but the Spartan law about beating slaves is the only one that comes to mind.
As for the Nuremberg Laws, racial segregation and institutionalized discrimination against minorities was the norm, not the exception, in the 1930’s. And not just in the US and South Africa. So I’m not sure whether, at the time, the average German would have had much objection to these laws, seeing as the current zeitgest of racism was antisemitic in character.
