I know in Texas you need a license to carry a gun concealed, but what about carrying one out int he open, like on a holster?

At present it is illegal to open carry in Texas with or without a concealed carry permit and there is no such thing as an open carry permit. Only police can open carry in Texas. There is some momentum towards legalizing open carry but so far it hasn’t happened.
How is it illegal? Is there a state law that punished open carry?
If so, can the citizens not move to repeal that law as unconstitutional?
