Let’s say my son was murdered, and I chase the murderer with my car. Unfortunately during the chase, even though I’ve been reasonably careful, I ran over someone. That person then sues me for bodily harm. On one hand the end of catching the killer should not jutsify the means of reckless driving, and the person whom I hurt shouldn’t care whether I did so because of some enlightened motive to save starving children, or catch a killer, or a selfish motive because I was late to a party. He should be able to receive compensation from me in any case. On the other hand, don’t most of us want people to be able to chase criminals even if that somewhat endangers our surroundings?
a) How does the second thing negate the first thing?
b) Driving a car period “somewhat endangers our surroundings”. Pitching a baseball, jumping off a diving board, opening a door “somewhat endangers our surroundings”. I’m not sure what you’re advocating.
c) I don’t see what any of this has to do with “ends justify the means”.
it has more to do with responsibility, than EJTM. So from universal moral standard point of view, you are responsible for your actions. That doesn’t mean, that you can not take risks and drive recklesly, but if you ran over someone, you should expect bad consequences.

Well, you are talking about an accident… 3rd-party liability insurance for accidents is commonplace. No insurer can cover harm that is intentionally caused by the insured, obviously.
I’d prefer that criminals be chased by people who have good 3rd-party liability insurance, personally. 
I would consider that you would owe the person you harmed something, but not as much as you would otherwise. There were indeed mitigating circumstances that would mean that you would drive more unsafely than you otherwise would, this does not change the fact that you harmed someone but this does mean that you weren’t simply being negligent.
As for what actually happens that is for the law and those who interpet it to decide
