Are you sure that this was regulation that Wendy’s imposed on its own branches and not regulations that it’s required by law to write into its franchise agreements?

This happens literally every day, somewhere. Franchise business models require very strict adherance to the brand image/quality/service etc.
When an idependent franchise owner disregards the brand’s guidlines, reflecting badly on the brand itself and therefore all other franchise owners. Corporate will (correctly) shut you down in a heartbeat.
Profit down = corporate’s percentage of franchisee profits down = stock down = shareholders pissed lol
Not really a great example of “free-market regulation”
Though such examples do exist.

Are you implying that Wendys International infringed on the private rights of the restauranteur? He has total freedom to continue his own restaurant in whatever unhygienic conditions he prefers as long as he drops the Wendy’s endorsement.
