Gabriel Coco (?) Marxist historian

I have heard Rothbard and Block reference a Marxist historian I think by the name Gabriel Coco. He did a lot of work on corporations and government regulatory agencies such as the FDA and the meat inspection act. I tried a google search for him and couldn’t find anything. Can you guys help out?
