How did Andrew Jackson pay off the Federal Debt?

I read in “Reassessing the Presidency” that Jackson actually ranked in the middle on expenditures,yet he was the only President to pay off the Federal Debt. Did he raise taxes quite a bit? I know they had the compromise tariff after the nullification crisis and I know Jackson opposed the Whiskey Tax.

Also, what did he spend a ton of money on other than the removal of the Civilized Tribes?

Andrew Jackson paid off the national debt by shifting the debt onto the people which caused a flurry of state chartered banks.
