Sure! Bayer originated heroin, and it was sold in every corner drugstore, to treat coughs for several years.
Again, how can you disallow a store from selling a product? It is on their property, and ostensibly, they will sell it to people who want to buy it. So it’s definitely a peaceful exchange. I worked with heroin addicts, and would never want to take it myself, but I have no moral authority to stop someone else from using it.
