I my Art History textbook, it says:

“Iconography can be embedded in architecture. The U.S. Capitol Building reflects Greek and Roman architecture, to visually connect the government of the Unites States to the idea of democracy (Greece) and power (Roman Empire). The building has two wings, instantly conveying the idea of the two houses of Congress and physically containing them. The central dome symbolizes unity.”

The building has two wings because it has two houses.

The Greco-Roman style of architecture was part of the Greco-Roman fashion of the time, which inspired both the American government and the arts.
