What any self-respecting libertarian would advise: retirement.
Kim himself knows he’s screwed it up big time too. He even apologised some time for failing. I guess inside he knows government fails.
I would propose some international trip for myself so that I could defect.
Proposing anything anti establishment is pretty much suicide (and no, that’s not metaphorical).

Or attempt to convince him to move twoards a capitalistic economy because of the prosperity that this would cause and thusly that he could tax, this would probably save the lives of hundreds of thousands…
Pinpoint five areas of his choice, eliminate all laws in there, and just set up a 5% VAT (or better still, rent sovereignty for a yearly payment to whoever is interested). Watch the zones grow and expand their number and areas. Within a decade, transform the whole country into such an area.
With some luck, people will get so much used to being their own sovereigns that an ancap society could possibly take off. This last part I wouldn’t explain, of course
