Is it possible that inflation had a large impact on the USPS and its stamps? The price of stamps appears to be relatively fixed, though slowly climbing up. Perhaps this climb has been slower than needed given the inflation?

The USPS raises its prices once or twice a year. Most of their costs is not fuel, instead it is pensions for its employees.
I believe he is talking about the price of the normal one ounce first class postage stamp…which hasn’t been changed in 3.5 years now. (And even then it was a $.02 increase)
