Why exactly would a president who wants to “stop” the CIA get elected in the first place? or is this one of those “what if Ron Paul gets elected” hypotheticals.

Besides, the CIA is pretty useful for the government (from their point of view), as are a lot of the other agencies, many of which employ just as many people, and who knows what their political tug is. Just look at the DIA, it employs 16,500 people, compared with 20,000 by the CIA.

Nothing stops anyone from doing anything. The real balance of power lies in retaliation, not in defense.

All the top CIA executives live out in the open in the Washington D.C. area. They are 100% vulnerable.

Take cue from the Soviet Union. During the Stalin years the NKVD and its leader, Lavrenij Berija, where pretty much omnipotent. They could send Revolutionary heroes and Red Army marshalls to Siberia or in front of the firing squad on the slightest pretext. When Stalin’s heir presumptive, Andreij Zdanov, died suddenly in 1948, Berija had all his associates sent in front of the firing squad. It seemed like nobody could stop Berija or his best buddy, Georgij Malenkov, to become Party Secretary at Stalin’s death. Yet five years later, three months after Stalin died, Nikita Krushev had Berija arrested. The accusation? Ironically the same Berija had used to send so many Revolutionary heroes in front of the firing squad: being a spy and a saboteur at the service of the “capitalistic powers”. The NKVD, for all its vast network of informants, had failed to take notice that the whole Soviet political apparatus, including the whole Red Army, led by WWII hero, Marshall Georgij Zhukov, was sick and tired of them. Accounts of Berija’s death vary greatly but it seems he was either killed while at home arrests by a military unit or summarily processed and shot. All his closest associates were dispatched the same way in a matter of days and the NKVD was downgraded from being a full blown Ministry into a committee. It became the basis of the infamous KGB but it never wielded again even a fraction of the power held by Berija’s NKVD.
