Are they able to participate in mutual exchange? If yes, they are market actors.

Anybody who is not free is not part of the free market; and billions of people in this world are not free.

I work with individuals with disabilities, and I’m not entirely sure if all of them (most are able) are able to do a mutual exchange.

You work with them… good. My wife and I go to the store and get food or take it out of the garden. We then prepare a dish to eat and my two year old son partakes. We share.
