Statists always point this out as an example of the success of protectionist tariffs since it allowed Japanese auto manufacturers to grow. Would this have happened without the tariff and was the tariff good in this instance?

I already know that the answer is that the tariff was needed, but I’d like to hear the argumentation.

it benefitted those in the japanes car industry and the consumers of japanese cars at the expense of all other japanese industries that arent the car industry, and customers thereof. and must have been a deadweight loss.
