No, the government should not restrict oligopolies. Restricting oligopolies is bad. (see Anti-monopoly and anti-cartel laws HURT competition) Intellectual property oligopolies create innovation. But the coercive ISP monopoly would be exploiting unless telephone and cable companies and telephone cables are completely deregulized. So the best thing is to deregulize the whole economy, not to price fix the oligopolies.
