John Prince Smith, Wilhelm von Humboldt, Benjamin Constant as well as most of the French Liberal School to name a few.

Benjamin Tucker and Lysander Spooner are both anarchists.
All the ones I listed are more libertarian than John Locke.
Of course, John Locke was not an anarchist or explicitly libertarian. So it is not difficult to find philosophers with a better libertarian message.
I think you’ve erroneously labeled some of those, though, as ‘social democrat’. Which is a pigeonholing based merely on the fact that they were not anarchists.
