Paying with Pennies!!!!

After reading Briggs Armstrong’s article “Why I Pay with Two-Dollar Bills” I found a video on youtube of a guy who had his car towed and owed $88. Now instead of paying with 4 $20 bills, 1 $5, and 3 $1 bills, he payed with 8800 pennies! The women working at the tow company refused to take the pennies and the guys called the police to help with the situation.

How does this work, is this a private company collecting money for the state on public roads? Or is this for getting towed on private property?

I’m not sure. At the beginning of the clip the guy says that he was towed when he was a pub. So I’m guessing he was parked on a public road and was towed. But I might be wrong.

The last time my truck was towed, on private property, the tow company told me that they had a contract with the state (so their fee’s were not negotiable)…

What if she had gone through with her threat to sit there and count the pennies while he waited for his car? Unless the cops are going to force her to give up the car in a certain amount of time, he would have been screwed.
