Question: Environmental destruction, property rights and crown (government owned) land

Ill informed student here with a question,

In respect to negative externalities, the solution is to establish clear and enforcable property rights correct?

Now in terms of protecting important uninhabited lands, such as national parks, significant ecosystems, and such, is there a role for government in the Austrian school? Or is the solution simply to sell off and privatize everything including the air we breathe, thus making all of nature up for grabs?

The air is a difficult case, as people have easements to the air they breathe - so a firm could not just suck up all the air and charge for it. In that sense, it’s already property.
