Question on UK politics/law, electoral roll, compulsary registration

is anyone clued up to know precisely what statute(s) and law(s) UK councils throughout the land are justified in claiming that "you are required by law to provide the information requested’ and that failure to comply could result in a maximum fine/penalty of £1000

I have looked at a few local council websites, and also strived in vain to google more general legal texts to find the grounds for this, but so far have turned up empty handed. the closest I have gotten is Electoral Law Act (Northern Ireland) 1962 (Chapter 14) but I’m assuming as its Northern Ireland it doesnt cover England…
