Hello. I remember either reading or hearing Murray Rothbard state that one benefit of the early Progressive Movement is that it sought changes to the U.S. Constitution legitimately through constitutional amendment, as opposed to Congress simply enlarging the powers of the federal government on its own authority (I paraphrase). The example he gave was the 18thAmendment prohibiting the consumption of alcoholic beverages.
Unfortunately, I cannot remember where Rothbard made this statement–either in a Mises publication or video. If anyone remembers this Rothbard insight, can you tell me where I can find a reference?
