Do you consider the state and government as two seperate, but perhaps co-mingling entities?

Yes, the state is a form of government but not all forms of government are states. Any voluntary arrangement agreed upon by individuals constitutes government, the contract itself serving the function of a “constitution” (if you’ll pardon) which governs the behaviors and obligations of the involved parties. The state differs in that it is a coercive and monopolistic arrangement.
