Also, here’s the only comment on the article:
“So Florida Beach Front Property “squatters” we of the world are sorry to disappoint you but those beaches are international territory according to international laws made hundreds of years before you were born. Do your homework dummies! No one can own a beachfront on navigable waters. Any stream that can float a canoe has to have open access.”

I would say not. This is a prime example of “make work” though. Moving sand from one spot to another. The real sinister part is that when the state moved the sand they declared that act then made the resultant beach to be state property.
