I have so many problems with this, I don’t even know where to begin…
Lemme throw out a few things for starters…

The main function of this system is to monitor and record data. This is just another effort to create a national database on citizens and private industries.

They can and will coerce private companies to adopt it by granting or withdrawing federal money from the business.

This will induce companies to rely on the government for Cyber Security, and reduce incentive to provide their own, thereby killing the cyber security industry, and thereby stunting the growth and technological development of the industry…thereby assuring that hackers will maintain a permanent edge in cyber warfare.

This system will be far more effective at centralizing government power over private citizens and businesses than it will ever be at providing security. No way a gigantic government program can evolve and keep up with private enterprising cyber monkeys…not a chance in the world, and therefore this will virtually destroy our safety in the very area it seeks to protect us from.

U.S. intelligence officials have grown increasingly alarmed about what they believe to be Chinese and Russian surveillance of computer systems that control the electric grid and other U.S. infrastructure. Officials are unable to describe the full scope of the problem, however, because they have had limited ability to pull together all the private data.
Not buying it. I have no doubt that the first part is true, but the collection of private data has nothing to do with it…it is just a vehicle for the agenda.
Does anyone actually believe that these incidents don’t get recorded and reported to the government already? Does anyone think that major banks don’t have the most sophisticated ICE on the planet?
If Perfect Citizen is so great, why not just offer it as a service in competition with private Cyber Security companies?
Yeah, Raytheon developed the program, but now all of a sudden they get the power of government to force companies to use Raytheon systems and force out all other competition?
To this I have to say 
If Raytheon’s system is so great, there would be no need to create a government mandated monopoly, right?
Not to mention that the Feds will send their Men in Black to twist arms, forcing companies to adopt the new program…BEFORE the code is even written!
There’s more…but that is just a few thoughts of mine on the matter.
