I dont see how I can make it any plainer. I would not begrudge an aggressive PDA from annexing by force a inadequately defending resource from another poorly managed PDA. The free market dictates that inefficiency will be punished and efficiency and growth will be rewarded to the benefit of society. MOreover, the aggressive PDA understands and appreciates the value of the resource and will insure that it is protected and its wealth exploited to maximum effect to the overall benefit of society.
