Was there a specific year that it happened?
Do you mean what year was the national health service (NHS) begun?
It was brought into law by the national health act 1946 which was passed in 1948 under Prime minister Clement Attlee

Thank you for the info.
So, it sounds like they are using the same playbook here…
have government get involved in medical care until its completely ruined and then take it over completely.
Start out by having the government issue insurance (medicare, medicaid)…
impose regulations that begin the destruction of medical care…
take it over completely.
Standard procedure on how to create any government plan. Create the problem, offer the solution to the next generation.
The “dole culture” in the UK is a convenient political tool, exploited to the full by Labour with the NHS and other half-baked social welfare schemes, all of which are designed to keep their primary voting base as dependent on the teet of government as possible.
