I just read an article about a professor named Veselin Vukotic who is helping to transform Montenegro with ideas about property rights and free markets. The article mentions that he teaches Mises and Hayek, along with Friedman, in the newly independent Montenegro.

Is he affiliated with the Mises Institute at all?
By the way, here is a portion of their constitution. I wonder if he had a part in this:
