As far as I can tell, the guy is saying that the IMF should include emerging market economies (the BRICs being the most prominent and obvious candidates out of the lot) to counterbalance the current power the US and Western Europe possess in it. I’ve heard some strange claims on the Net and elsewhere from the tinfoil-hat cadets, but I’ve never heard anybody claim that the BRICs are concocting schemes to feed us all to the Zionist Lizard People. Unless you’re using “New World Order” in a decidedly more metaphorical sense.
As for the second article, Goldman’s probably smart enough not to go down with the Western ship, and might be trying a “new look” akin to that of Google’s. They could make a truckload off projects like the Three Gorges Dam or Ordos City, for instance.
