Why Won't Congress Declare War?

Is it because they won’t have enough votes to support it?

In 2002 Ron Paul offered an amendment to International Relations to declare war…no one voted for it.

My guess is because you can only have a formal declaration of war on a country or a foreign government or some other recognized power. We haven’t talked about being at war with anything that identifiable for decades.

It’s all part of the racket.

why declare war when it’s much more easier to fight terrorism
