Air Traffic Control - Was It Ever Controlled by Free Market?

On wiki it says the Bureau of Air Commerce suggested the airlines take care of air traffic control. But soon after the government took over control.

Was the free market ever in charge of air traffic control? If so, are there any sources bsides wiki?

Based on the Cato link that Dan Mitchell posted, Nav Canada appears to have a monopoly on air traffic control. This is not free-market policy.

according to wiki, I think the answer is yes, but i can’t find any other source to back this up.
