Well, I’m not sure if there is a perfect way to judge whether the market is freer in one country than another. How can you judge the exact effect a regulatory statute has on the free market, especially given how complex in their application, enforcement and exceptions many of these statutes are? Despite my reservations, there are two major indices of economic freedom: the Index of Economic Freedom and the Economic Freedom of the World survey. They may help you find the answer to your question.
I like the econ freedom measurement by cato better.
Also theres no economic freedom measurements that I know of that takes into effect agorism. How do you know what percentage of people in a particular country don’t pay their taxes or don’t pay them in full. Or how many people do things under the table without the states permission. Or how many people (more likely businesses) bribe the government inorder to go about their activities without interference.
