Sure, they’re hundreds too.
Of course it’s technically correct, scinearam, but it’s misleading. When someone reads that a protest numbered in the thousands, they naturally limit their conception of the size to a maximum of around 20,000, because if the number were much higher than that MOST people would say “tens of thousands”.
