I’m guessing the idea is to setup an extra layer of internet servers (at home), because currently internet providers can be targeted by the government. If you have millions of mini servers around that, which can all reroute and possibly encrypt data, then you can’t target individual users because you don’t know where they are, and you also can’t block people from access to certain places because they can get around it through where people aren’t blocked from it. Another thing that comes to my mind is that I believe that internet providers have to create logs (by law) about who accesses what. These can do without.

The software is no problem, but what about the media (in a technical sense - wires or radio frequency)?

The only de-centralized media that is currently feasible is ad hoc WiFi, which has a quite limited range…

Bureaucrats beat me: “in both Italy and France, both ends of the Wi-Fi link must be within the same building” (http://en.wikipedia.org/wiki/Wi-Fi). If they a least occassionally try to enforce this, they may prevent building ISP-less networks on top of peer-to-peer WiFi.
