Only the President has the authority to activate EAS at the national level, and he has delegated that authority to the Director of FEMA. The test will be conducted jointly by the Department of Homeland Security (DHS) through FEMA, the Federal Communications Commission (FCC), and the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS).

I suppose this is just another means to block that type of communication when the need arises or worse. The first non test of this system may read something like,“Due to the rapid proliferation of domestic terrorisim martial law is now effective untill further notice for the safety and welfare of the citzenry. For your convience in travel and commerce implantable id chips are now available free of charge at your local post office.”
The protocols that make up the internet are all in the “public domain”. There’s no reason why they can’t be leveraged to form one or more new “internets”. Indeed, the internet is ultimately controlled by the US government - all the more reason to break away and form new ones.
