The HCAHPS System, CAHPS Survey is a federal government survey that is required to be given by private hospitals to patients who use medicaid.
2nd Violation of Property and Liberty Rights
Federal Government requires that private hospitals provide care for patients who do not pay them
3rd Violation of Property and Liberty Rights
Federal government will only pay 40% of medical bill to private hospitals, for patients who are on medicaid if they don’t score a perfect on the HCAHPS or CAHPS Survey (not sure which one its called).
The survey is designed to fail, here is the reason (obtained from the documents from a private hospital):
The “ALWAYS” scores are the only ones that count positively. All other responses are counted as negatives and go against the hospital.
