Was wondering if anyone knew of research/articles that take a critical/market-based look at funding for Community Colleges?
Where I’ve lived, Community Colleges are 1). largely vocational, 2) publicly funded, and 3) scandal-plagued. It’s not at clear to me that Community Colleges are a response to market failure (there seem to be plenty of pvt firms offering instruction of this nature). The public funding aspect encourages over-use and makes such institutions susceptible to scandal.

Why stop at Community Colleges? The whole system of govenrment financed education starting in kindergarden thorugh Graduate School is as you say scandal plauged. And since the advent of this system, the educational quality of the average person has dropped. The Community Colleges are not a response to a market failure but they are a response to the failure of this whole system. Community Colleges seem to me to provide two main services:1. Vocational training that for what ever reasons, 60% law and 40% educational bureaucracy by my estimation, kids cound not come by in the later years of highschool. And 2. Remedial training for crappy classes in highschool.
It is the vocational for profit institutions that seem to me to provide education at a low price, of course these institutions have taken their place in the government giveaways and have in doing so lost a lot of their quality as well.
If you do not think the average education level has gone down then look at a 6th grade test in 1890. You will quickly see that a 6th grade education was all that was necessary to go into an apprenticeship in one of the trade, OR LAW, AND EVEN MEDICINE.
