Personally, space exploration, be it government or private, always seemed like a massive waste of time and money to me. It seems like a product of R&D tax credits and a rather Freudian contest of rocketry between various countries.
It keeps the gifted and ambitious busy in the lab instead of critisizing the establishment.

Presumably, whenever there’s something to be gained by doing so. Until now, it’s been much too expensive to bother with. The technology is coming around - see SpaceShipOne, etc.

Right. Actually, I suspect such plans could and would definitely be funded voluntarily in the same way Wikipedia is funded now. Such a project would have to be efficient to garner public support.
Secondly, a free society would develop much faster technologically and in terms of capital that whenever they would feel it’s profitable or otherwise worth doing so would come along much earlier. And of course no intellectual property bullshit or monopoly licensing problems for firms to try things.

No, space exlporation is probably ahead of where it would be in a free society. However, there are a myriad of other sectors that are lagging behind because the government directed massive amounts of resources to that.
